Position Overview

Assistant Vice President of Development is responsible for all aspects of Affordable Housing projects in San Francisco California


Updated: Position can be placed in any of these locations  – San Francisco, Sacramento or Lake Tahoe, California

Our Client is seeking a Assistant Vice President ( or Vice President depending on experience) for its Northern California Affordable Housing division.  The successful candidate will have in-depth, hands on experience in all aspects of multifamily rental housing development, finance and construction.  This role will involve a focus on new construction and acquisition/rehabilitation of affordable housing in the Bay Area and Northern California.

The Assistant Vice President (of VP)  will be responsible for leading all aspects of their projects including: entitlements, design, financial analysis and modeling, deal memo preparation, due diligence, legal oversight, budgeting, and construction. This position will be based in San Francisco, California and will report directly to the CEO of the Northern California Affordable Housing Division.

  • Evaluate and pursue property acquisition and RFQ/RFP opportunities. Evaluation includes site/property due diligence and financial feasibility analysis to determine suitability for affordable housing
  • Prepare or oversee preparation of project budgets, cash flow analysis and financing plans for development
  • Execute financing plans including securing predevelopment, construction and permanent financing from conventional, public and quasi-public agencies. Develop and manage budget for each source
  • Manage project entitlement, environmental clearance and community acceptance processes including development and execution of plan for community outreach, public presentations, compliance with land use laws
  • Oversee and coordinate with design team, construction management, general contractor, property management teams. Work collaboratively to maximize land use, building efficiency and design integrity, and to meet design guidelines, standards, project requirements and proforma projections
  • Work collaboratively and build/maintain strong relationships with public and joint venture partners
  • Oversee loan closings and real estate transaction including required due diligence and reporting
  • Oversee construction or rehab process to ensure on-time and on-budget delivery of high quality product
  • Oversee project close out activities
  • Manage and ensure accurate and on-time delivery of internal reports, deal memorandums, budgets, data collection. Maintain strict adherence to quality standards, deadlines, requirements
  • Oversee day-to-day project management responsibilities with careful attention to accuracy, timeliness and budget
  • Recommend major operating and financial decisions for approval
  • On an ongoing basis, assess project risk and recommend strategies to mitigate
  • Be proactive in advising senior management of issues/opportunities that may have meaningful economic consequence
  • Effectively communicate and problem solve issues as they arise
  • Manage and motivate team members. Maintain a positive attitude and work environment. Provide technical support, training and profession development / mentoring for junior staff members


Gillian Executive Search’s client seeks a candidate with at least 10 – 15 year of relevant experience in affordable   residential development. The ideal candidate must be able to thrive in a highly entrepreneurial and fast-paced environment and enjoy working hard on ambitious projects. Excellent judgment, communication, attention to detail, critical and strategic thinking and relationship management skills are essential.

  • Minimum Bachelor’s Degree; preferably in real estate, business administration, public policy and planning or a Gillian Executive Search’s client field
  • Experience in all aspects of multifamily housing development process including entitlements
  • Experience with affordable housing finance and development

Additional Desired Qualifications

  • Experience in San Francisco Bay Area
  • Experience with planning and entitlements processes in California including CEQA
  • Experience with TCAC and CDLAC and affordable housing financing programs including MHP, AHP, AHSC, IIG
  • Experience with HUD and Public Housing Authority programs
  • Master planning and infrastructure experience
